At minimum, 50% of 125V, 15A & 20A receptacles in these spaces must be on controlled circuits that auto-de-energize with the occupancy sensor (15-min timeout). A. DIMMING — C405.2.3 (2025 NYCECC): MANDATORY for general lighting in: classrooms/lecture halls/training rooms, conference/multipurpose/meeting rooms, dining areas (bar/lounge, leisure, family), gymnasiums/fitness centers, healthcare imaging rooms/exam rooms/nurseries/nurses' stations, laboratories, library reading rooms, lobbies, lounge/break rooms, offices (all), and spaces not provided with occupant sensor controls per C405.2.1.1. Control function (C405.2.3.1): Manual controls shall allow continuous dimming from full output to 10% of full power or lower, plus full off. Manual dimmer control required within each room. Exception: High-end trim controls exempt if calibration accessible only to authorized personnel and users cannot override above trim setpoint. Zone wattage count: Sum rated input wattage of all general lighting luminaires whose photometric center falls within the zone boundary. (EX 2) Sidelit zones on the ground floor above grade in Group A-2 and M occupancies (toplit zones on ground floor are NOT exempt). (EX 3) Enclosed offices <250 SF. Design guide: Primary zone depth = window head height (e.g., 9 ft head → 9 ft primary zone; 12 ft head → 12 ft primary, 12–20 ft secondary). Toplit zone radius = 0.7× ceiling height (e.g., 14 ft ceiling → 9.8 ft radius; 28 ft warehouse ceiling → 19.6 ft radius). Raise head heights and use high-VT glazing to maximize daylit area per zone and reduce the number of independently controlled zones.
C. AV INTEGRATION: Refer to AV integration note on drawings per C405.2.3. Coordinate scene presets with AV contractor. Scene presets must include ≤20% level for AV/presentation mode.
D. MOTORIZED SHADES: Provide fully integrated shade connection with lighting controls system. Coordinate shade position with daylight sensor per C405.2.4. Shade position shall be communicated to the daylight responsive control system so that the photosensor setpoint can be adjusted based on shade deployment state. When shades are fully closed, the daylight control system shall operate from a stored setpoint for overcast/no-daylight conditions. Coordinate shade schedule with WELL Building Standard v2 L04 (Daylight) where applicable.
E. AUTOMATIC RECEPTACLE CONTROL — C405.13 (2025 NYCECC): REV 63 — C405.13 MANDATORY. Automatic receptacle control is required for ≥50% of all 125V, 15A and 20A receptacles in the following space types: enclosed offices, conference rooms, copy/print rooms, breakrooms, classrooms, open plan office areas, and individual workstations (including modular partitions/workstation systems). Additionally, ≥25% of branch circuit feeders installed for modular furniture not shown on construction documents must be controlled.

Control method — one of the following (C405.13.1): (2.1) Timeclock — scheduled time-of-day control, programmable per day, zone ≤5,000 SF and ≤1 floor, 2-hour manual override permitted, override switch controls ≤5,000 SF; (2.2) Occupant sensor — turns off receptacles within 15 minutes of all occupants leaving; (2.3) Automated signal from another control/alarm system — off within 15 minutes of determining unoccupied.

Receptacle configuration (C405.13.1 item 1): Either provide split controlled receptacles with the top receptacle controlled, or provide a controlled receptacle within 12 inches of each uncontrolled receptacle.

Marking (C405.13.1 item 3): All controlled receptacles shall be permanently marked per the NYC Electrical Code and be uniformly distributed throughout the space. Plug-in devices do not comply (C405.13.1 item 4).

Exceptions: (1) Receptacles for continuous operation equipment (24/7/365); (2) Spaces where auto control would endanger safety/security; (3) Within a single modular workstation, uncontrolled receptacles may be >12 in. but ≤72 in. from controlled receptacles.
F. PARTITION SENSOR: Rooms act independently when partition in place; zones unify when partition removed. Each partition zone separately zoned per C405.2.1.3.
G. TUNABLE WHITE: Tunable white controls with circadian programming per IES TM-18. CCT range 2700K–6500K. Coordinate with WELL Building Standard v2 L07.
H. DEMAND RESPONSIVE LIGHTING CONTROLS — C405.2.8 (2025 NYCECC): MANDATORY for interior general lighting in Group B (Business), E (Educational), M (Mercantile), and S (Storage) occupancies — covering not less than 75% of interior floor area. Upon receipt of a utility/grid demand response (DR) signal: (1) Reduce lighting output to ≤80% of full power (or ≤80% of high-end trim setpoint if trim is set); (2) Dim gradually and continuously over not more than 15 minutes to achieve the DR setpoint; (3) Automatically restore to normal settings after the DR event ends. Exceptions (C405.2.8): Buildings <10,000 SF total Group B/E/M/S area; buildings where DR signal is not available from a controlling entity other than the owner; parking garages; ambulatory care facilities; outpatient clinics; physician or dental offices. Warehouse/storage areas exception: may switch off ≥25% of general lighting power rather than dimming. Coordination required with utility/grid aggregator for DR signal protocol (typically OpenADR 2.0 or BACnet). Commissioning per C408.3.1.6 required for buildings claiming C406.3.2 credits.
I. COMMISSIONING — C408.3 FUNCTIONAL TESTING (2025 NYCECC): MANDATORY per C405.1: Lighting controls shall be commissioned per C408.3 prior to passing final inspection. An approved agency shall provide evidence that all lighting and receptacle control systems have been tested to ensure control hardware and software are calibrated, adjusted, programmed, and in proper working condition. Testing protocols: Occupant sensors (C408.3.1.1): ≤7 sensors → test all; >7 → test ≥10% of each unique type/geometry; ≥30% fail → test all; verify auto-off timing, on-level, manual-on behavior, and no cross-zone false triggering. Time-switch controls (C408.3.1.2): Confirm programming (weekday/weekend/holiday), correct time/date, battery backup, and ≤2-hr override limit; simulate occupied and unoccupied conditions. Daylight controls (C408.3.1.3): Verify field calibration, setpoints, and response to available daylight. High-end trim (C408.3.1.4): Verify trim set, calibration secured, users cannot override above trim max. C405.2.1 OCCUPANT SENSOR CONTROLS: Required in 18 space types: (1) classrooms/lecture/training, (2) computer rooms/data centers, (3) conference/meeting/multipurpose, (4) copy/print rooms, (5) lounges/breakrooms, (6) cafeteria & fast food dining, (7) medical supply rooms (healthcare), (8) enclosed offices, (9) laundry/washing areas, (10) open plan offices, (11) restrooms, (12) storage rooms, (13) telemedicine rooms (healthcare), (14) locker rooms, (15) corridors/transition areas/stairways, (16) warehouse storage areas, (17) other spaces ≤300 SF enclosed by floor-to-ceiling partitions, (18) janitorial closets. Control function varies by space type — see C405.2.1.1 through C405.2.1.5. C405.2.1.1: Auto-on to ≤50% for standard spaces. Full 100% auto-on ONLY for: corridors, stairways, restrooms, primary entrances, lobbies, safety spaces.
C405.2.1.2: WAREHOUSE RULE — auto-on to FULL power; reduce ≥50% when unoccupied. NOT the standard ≤50% auto-on rule.
C405.2.1.3: Open office ≥300 SF — zones ≤600 SF. Occupied zone full. Adjacent vacant zones ≤20%. Full space ≤20% after all zones vacant.
C405.2.1.4: CORRIDOR DIM — reduce to ≤50%; FULL OFF NOT PERMITTED. Egress min. 1.0 fc at floor level must be maintained at all times.
C405.2.2 TIME-SWITCH CONTROLS: Required in areas NOT provided with occupant sensor controls per C405.2.1.1. Exceptions: (1) luminaires requiring specific application controls per C405.2.4; (2) spaces where patient care is directly provided. Function (C405.2.2.1): 7-day programmable clock; 7 day-types per week; automatic holiday shutoff (≥24 hr, then resumes normal); program backup ≥10 hr if power interrupted; manual override switch permits lighting on for ≤2 hr at a time, controlling area ≤5,000 SF; for unscheduled spaces — default programmed to turn off lights ≥12 hr/day. Mall/auditorium/sales/manufacturing/arena exception: override may exceed 2 hr (captive key) and area may exceed 5,000 SF (but <20,000 SF).
C405.2.3 DIMMING: Continuous dimming REQUIRED for general lighting in classrooms, conference rooms, dining, gymnasiums, healthcare, laboratories, libraries, lobbies, lounge/breakrooms, and all offices. Manual dimmer shall allow continuous dim from full output to ≤10% power plus full off. Step dimming is not permitted. One manual dimmer control per room or zone.
C405.2.4 DAYLIGHT CONTROLS: Wattage thresholds: Primary sidelit zone >75W trigger; Secondary sidelit >150W; Toplit (skylights/TDDs) >75W. Zone geometry: primary = 1× head height or 15 ft (lesser); secondary = 1–2× head height or 15–20 ft; toplit = 0.7× ceiling height radius. Qualifications: fenestration ≥24 SF, VT ≥0.20 (sidelit); skylight ≥24 SF (toplit). Control: continuous dim to ≤15% before shutoff; toplit, primary, secondary, and each cardinal orientation independently controlled. Commissioning: C408.3.1.3 required. A Licensed Engineer Must Review All Designs
Lighting and controls designs must be reviewed and stamped by a licensed Professional Engineer (PE) or Registered Architect (RA) before submission to the NYC Department of Buildings.
Emergency Lighting Is Exempt from Energy Controls
Emergency lighting circuits governed by NEC Article 700 are fully exempt from 2025 NYCECC energy control requirements per C405.2 Exception 3. Never apply occupancy sensors or dimmers to emergency circuits.
LPD Values Are Maximum Limits — Not Design Targets
Maximum Lighting Power Density (LPD) values are code-mandated upper limits. Good lighting design should target significantly lower installed power while meeting IES illuminance recommendations.
2025 NYCECC Enforcement Date: March 30, 2026
The 2025 NYCECC is mandatory for all permit applications filed on or after March 30, 2026. Projects permitted before this date may use prior code. Verify permit date with the NYC DOB.

IES illuminance targets shown are from IES RP-1 and related standards and are design recommendations, not code requirements. Final illuminance levels must suit the specific tasks, occupants, and conditions of each space.
